Starting out with this list I thought about classic choices such as bonnie and Clyde,Jeffery Dohmer,Ted Bundy,O.J. Simpson e.t.c but I realized that the truth is the greatest criminals/murderers of the last century came from government. Ted Bundy could have killed 100 people a day for the rest of his life and he still wouldn’t have murdered half the people these aholes did.

10.George W. Bush (Death Toll: 1 million+)

I’m sure this pick will create some controversy but the facts are the facts. Admitted by everyone ,including W himself, the Iraq war was based on a lie (or at least an “untruth” whatever that means) and so the over 1,000,000 dead Iraqis as a result must be counted as unlawful murders(whatever that means). That is why George deserves to be on this list. I am aware his crimes took place in the very early 21 century but ahhh it was either him or some guy you never heard of named Yakubu so I am being loose on the whole “20th century” aspect of this list with the first pick, I couldn’t resist.
Lets see what Wikipedia has to say about this murderer:

George Walker Bush ( Born July 6, 1946) was the 43rd President of the United States, serving from 2001 to 2009, and the 46th Governor of Texas, serving from 1995 to 2000.
Bush is the eldest son of President George H. W. Bush, who served as the 41st President, and Barbara Bush, making him one of only two American presidents to be the son of a preceding president. After graduating from Yale University in 1968 and Harvard Business School in 1975, Bush worked in oil businesses. He married Laura Welch in 1977 and unsuccessfully ran for the House of Representatives shortly thereafter. He later co-owned the Texas Rangers baseball team before defeating Ann Richards in the 1994 Texas gubernatorial election. In a close and controversial election, Bush was elected President in 2000 as the Republican candidate, defeating then-Vice President Al Gore in the Electoral College.
Eight months into Bush’s first term as president, the September 11, 2001, terrorist attacks occurred. In response, Bush announced a global War on Terrorism, ordered an invasion of Afghanistan that same year and an invasion of Iraq in 2003. In addition to national security issues, Bush promoted policies on the economy, health care, education, and social security reform. He signed into law broad tax cuts,[6] the No Child Left Behind Act, the Partial-Birth Abortion Ban Act, and Medicare prescription drug benefits for seniors. His tenure saw national debates on immigration and Social Security.
Bush successfully ran for re-election against Democratic Senator John Kerry in 2004, in another relatively close election. After his re-election, Bush received increasingly heated criticism from conservatives and liberals. In 2005, the Bush Administration dealt with widespread criticism over its handling of Hurricane Katrina. In December 2007, the United States entered its longest post-World War II recession. This prompted the Bush Administration to take more direct control of the economy, enacting multiple economic programs intended to preserve the country’s financial system. Though Bush was popular within the U.S. for much of his first term, his popularity declined sharply during his second term.
After leaving office, Bush returned to Texas and purchased a home in a suburban area of Dallas, Texas. He is currently a public speaker and is writing a book about his presidency.- wikipedia

9.Kim Il-sung (Death Toll: 1.6 million*)

Thats right Kim Jong-ils father made the list, who would have guessed? Heres what wikipedia has to say about this monster:

Kim Il-sung (15 April 1912 – 8 July 1994) was a Korean communist, and later Juche, politician who led North Korea from its founding in 1948 until his death. He held the posts of Prime Minister from 1948 to 1972 and President from 1972 to his death. He was also the General Secretary of the Workers Party of Korea.
During his tenure as leader of North Korea, he ruled the nation with autocratic power and established an all-pervasive cult of personality. From the mid-1960s, he promoted his self-developed Juche variant of communist national organisation. Following his death in 1994, he was succeeded by his son Kim Jong-il. North Korea officially refers to Kim Il-sung as the “Great Leader” (Suryong in Korean 수령) and he is designated in the constitution as the country’s “Eternal President”. His birthday is a public holiday in North Korea.-wikipedia

8.Paul Pot (Death Toll: 1.7 million*)

You might remember Paul Pot being mentioned in the Dead Kennedy’s song, “Holiday in Cambodia” which was a satirical song decrying our involvement in creating this abomination, heres what wikipedia has to say about him:

Saloth Sar (May 19, 1928– April 15, 1998), better known as Pol Pot,, was the leader of the Cambodian communist movement known as the Khmer Rouge[7] and was Prime Minister of Democratic Kampuchea from 1976–1979. His time as the leader of Cambodia, in which he attempted to “cleanse” the country, resulted in the deaths of an estimated 1.7 to 2.5 million people.
Pol Pot became leader of Cambodia in mid-1975. During his time in power, Pol Pot imposed a version of agrarian collectivization, forcing city dwellers to relocate to the countryside to work in collective farms and forced labour projects, toward a goal of “restarting civilisation” in a “Year Zero”. The combined effects of slave labour, malnutrition, poor medical care, and executions resulted in the deaths of approximately 21% of the Cambodian population.
In 1979, after the invasion of Cambodia by neighbouring Vietnam in the Cambodian–Vietnamese War, Pol Pot fled into the jungles of southwest Cambodia and the Khmer Rouge government collapsed. From 1979 to 1997 he and a remnant of the old Khmer Rouge operated from the border region of Cambodia and Thailand, where they clung to power and United Nations recognition as the rightful government of Cambodia.
Pol Pot died in 1998 while held under house arrest by the Ta Mok faction of the Khmer Rouge. Since his death, rumours that he was poisoned have persisted. -wikipedia

7.Ismail Enver (Death Toll: 2.6 million+*)

This is another one of those controversial picks considering many turks to this day claim there was no Armenian Genocide but history tells a different story. Heres what wikipedia has to say about him:

İsmail Enver Efendi (Ottoman Turkish: اسماعيل انور) ‪(November 22, 1881 – August 4, 1922)‬, known to Europeans during his political and military career as Enver Pasha (Turkish: Enver Paşa) or Enver Bey, was a Turkish military officer and a leader of the Young Turk revolution. He was the main leader of the Ottoman Empire in both Balkan Wars and World War I.
…Enver Pasha assumed command of the Ottoman forces arrayed against the Russians in the Caucasus theatre. He wanted to encircle the Russians, force them out of Ottoman territory and take back Kars and Batumi, which had been ceded after the Russo-Turkish War of 1877-78. Enver thought of himself as a great military leader, while the German military adviser, Liman von Sanders, thought of him as a military buffoon. Enver ordered a complex attack on the Russians, placed himself in personal control of the Third Army, and was utterly defeated at the Battle of Sarikamish in December–January 1914–1915. His strategy seemed feasible on paper, but he had ignored the external conditions such as the terrain and the weather. Enver’s army (90,000 men) was defeated by the Russian force (100,000 men) and in the subsequent retreat, tens of thousands of Turkish soldiers died. This was the single worst defeat of an Ottoman army in all of World War I. On his return to Istanbul, Enver Pasha started blaming his failure on the region’s local Armenians, forgetting that in January of 1915 an Armenian saved his life during a battle by carrying Enver on his back through battle lines . [5] He later initiated the repressive measures against the empire’s Armenian population that were an early stage of the Armenian Genocide. -wikipedia

6.HidekI Tojo (Dearth Toll: 5 million* )

The Japanese weren’t playing aroudn in WORLD WAR II as the actions of Tojo:

Hideki Tōjō (30 December 1884 – 23 December 1948) was a general in the Imperial Japanese Army (IJA), a leader of the Taisei Yokusankai, and the 40th Prime Minister of Japan during much of World War II, from 18 October 1941 to 22 July 1944. Some historians hold him responsible for the attack on Pearl Harbor, which led to America entering World War II. After the end of the war, Tōjō was sentenced to death for war crimes by the International Military Tribunal for the Far East and hanged on 23 December 1948.-wikipedia

5.King Léopold II of Belgium (Death toll: 5 to 15 million* )

This is one murderer I didn’t even know about but now that I do I can honestly say Im glad he’s dead:

Leopold II (French: Léopold Louis Philippe Marie Victor, Dutch: Leopold Lodewijk Filips Maria Victor) (9 April 1835 – 17 December 1909) was the second king of the Belgians. Born in Brussels the second (but eldest surviving) son of Leopold I and Louise-Marie of Orléans, he succeeded his father to the throne on 17 December 1865 and remained king until his death.
Leopold is chiefly remembered as the founder and sole owner of the Congo Free State, a private project undertaken by the King. He used Henry Morton Stanley to help him lay claim to the Congo, an area now known as the Democratic Republic of the Congo. The Powers at Berlin Conference agreed to set up the Free State in 1885, on condition that the inhabitants were to be brought into the modern world and that all nations be allowed to trade freely.  From the beginning, however, Leopold essentially ignored these conditions and ran the Congo brutally, by proxy through a mercenary force, for his own personal gain. He extracted a personal fortune from the Congo, initially by the collection of ivory, and after a rise in the price of rubber in the 1890s by forcing the native population to collect sap from rubber plants. His harsh regime was directly or indirectly responsible for the death of millions of people. The Congo became one of the most infamous international scandals of the early 20th century, and Leopold was ultimately forced to relinquish control of it to the government of Belgium.-wikipedia

4.Adolf Hitler (Death Toll: 12-17 million*)

I really don’t think this monster needs any introduction but you might find it odd that he’s not #1 well as you will soon find while undoubtedly evil he was not the “greatest” murder of the 20th Century:

Adolf Hitler (20 April 1889 – 30 April 1945) was an Austrian-born German politician and the leader of the National Socialist German Workers Party (German: Nationalsozialistische Deutsche Arbeiterpartei, abbreviated NSDAP), commonly known as the Nazi Party. He was Chancellor of Germany from 1933 to 1945 and, after 1934, also head of state as Führer und Reichskanzler, ruling the country as an absolute dictator.
A decorated veteran of World War I, Hitler joined the precursor of the Nazi Party (DAP) in 1919 and became leader of NSDAP in 1921. He attempted a failed coup called the Beer Hall Putsch in Munich in 1923, for which he was imprisoned. Following his imprisonment, in which he wrote his book, Mein Kampf, he gained support by promoting German nationalism, anti-semitism, anti-capitalism, and anti-communism with charismatic oratory and propaganda.     He was appointed chancellor in 1933, and quickly transformed the Weimar Republic into the Third Reich, a single-party dictatorship based on the totalitarian and autocratic ideals of national socialism.
Hitler ultimately wanted to establish a New Order of absolute Nazi German hegemony in continental Europe. To achieve this, he pursued a foreign policy with the declared goal of seizing Lebensraum (“living space”) for the Aryan people; directing the resources of the state towards this goal. This included the rearmament of Germany, which culminated in 1939 when the Wehrmacht invaded Poland. In response, the United Kingdom and France declared war against Germany, leading to the outbreak of World War II in Europe.
Within three years, Germany and the Axis powers had occupied most of Europe, and most of Northern Africa, East and Southeast Asia and the Pacific Ocean. However, with the reversal of the Nazi invasion of the Soviet Union, the Allies gained the upper hand from 1942 onwards. By 1945, Allied armies had invaded German-held Europe from all sides. Nazi forces engaged in numerous violent acts during the war, including the systematic murder of as many as 17 million civilians, including an estimated six million Jews targeted in the Holocaust and between 500,000 and 1,500,000 Roma, Poles, Soviet civilians, Soviet prisoners of war, people with disabilities, homosexuals, Jehovah’s   Witnesses, and other political and religious opponents.
In the final days of the war, during the Battle of Berlin in 1945, Hitler married his long-time mistress Eva Braun and, to avoid capture by Soviet forces less than two days later, the two committed suicide on 30 April 1945.

2.Joseph Stalin (Death Toll: 23 million* )

“Uncle Joe” might not be #1 but he tried his damnedest to be and I hope he’s enjoyign his stay in hell:

Joseph Vissarionovich Stalin (18 December 1878 – 5 March 1953) was a Soviet politician and head of state who served as the first General Secretary of the Communist Party of the Soviet Union’s Central Committee from 1922 until his death in 1953. After the death of Vladimir Lenin in 1924, Stalin rose to become the leader of the Soviet Union, which he ruled as a dictator.
Stalin launched a command economy, replacing the New Economic Policy of the 1920s with Five-Year Plans and launching a period of rapid industrialization and economic collectivization. The upheaval in the agricultural sector disrupted food production, resulting in widespread famine, including the catastrophic Soviet famine of 1932–1933 (known in Ukraine as the Holodomor).
During the late 1930s, Stalin launched the Great Purge (also known as the “Great Terror”), a campaign to purge the Communist Party of people accused of sabotage, terrorism, or treachery; he extended it to the military and other sectors of Soviet society. In practice, the purges were indiscriminate. Targets were often executed, imprisoned in Gulag labor camps or exiled. In the years which followed, millions of members of ethnic minorities were also deported.
In 1939, after failed attempts to establish a collective security system in Europe, Stalin entered into a non-aggression pact with Nazi Germany, followed by the Soviet invasion of Poland, Finland, the Baltics, Bessarabia and northern Bukovina. After Germany violated the pact in 1941, the Soviet Union joined the Allies to play a primary role in the Axis defeat, at the cost of the largest death toll for any country in the war (mostly due to the mass deaths of civilians on the territories occupied by Nazis). After the war, Stalin installed subservient communist governments in most countries in Eastern Europe, forming the Eastern bloc, behind what was referred to as an “Iron Curtain” of Soviet rule during the Cold War.
Stalin fostered a cult of personality around himself, but after his death, his successor, Nikita Khrushchev, denounced his legacy and drove the process of de-Stalinization of the Soviet Union.

1.Mao Zedong (Death Toll: 49-78 million* )

And our number one mudering monster of 20th century is Chairmen Mao. Ive heard a lto of bad thigns about Hitler and Paul Pot in my time and even worse abotu stalin but no one comes close to Mao:

Mao Zedong (December 26, 1893 – September 9, 1976) was a Han Chinese revolutionary, political theorist and communist leader. He led the People’s Republic of China (PRC) from its establishment in 1949 until his death in 1976. His theoretical contribution to Marxism-Leninism, military strategies, and his brand of Communist policies are now collectively known as Maoism.
Mao remains a controversial figure to this day, with a contentious and ever-evolving legacy. He is officially held in high regard in China as a great revolutionary, political strategist, military mastermind, and savior of the nation. Many Chinese also believe that through his policies, he laid the economic, technological and cultural foundations of modern China, transforming the country from an agrarian society into a major world power. Additionally, Mao is viewed as a poet, philosopher, and visionary, owing the latter primarily to the cult of personality fostered during his time in power. Mao’s portrait continues to be featured prominently on Tiananmen and on all Renminbi bills.
Conversely, Mao’s social-political programs, such as the Great Leap Forward and the Cultural Revolution, are blamed for costing millions of lives, causing severe famine and damage to the culture, society and economy of China. Mao’s policies and political purges from 1949 to 1976 are widely believed to have caused the deaths of between 50 to 80 million people. Since Deng Xiaoping assumed power in 1978, many Maoist policies have been abandoned in favour of economic reforms.
Mao is regarded as one of the most influential figures in modern world history, and named by Time Magazine as one of the 100 most important people of the 20th century.- wikipedia

And there you have it,those are the ten worse criminals, murderers, monsters of the 20th century, the likes of Jeffery Dohmer and Ted Bundy can’t touch them. It just goes to show you that the greatest murderer of all time is government,May all these “leaders” roast in hell forever.
